I am in the process of buying a 1991 E30 from a good friend of mine but alas he has not been able to find the keys. I understand I can get a replacement set from BMW with the vin number ( assuming the lock set has not been changed before. Can anyone confirm this and if I can do this via another party other than a dealer ? Did the car come with an immobiliser/remote control ?

Personally, I'd walk away. It will cost you serious money since you will be forced to deal with BMW - or a dealer, at least.
