BMW will advise a change before the Legal limit on wear is reached (often around 3mm) for a number of reasons not least safety. Tyre brands wear at differing rates so around 20k could be correct, if you haven't checked them yourself, or can't, get an independent check done to be sure.

Different tyre brands use different compounds so wear at differing rates I have gone through a set of tyres in a little over 15k and had another set last almost 30k weather, driving style and maintenance, how often are pressures checked is there any uneven wear?
