Yes, BUT - BMW engines expel heat very well thru the exhaust...

The body/prop tunnel will get unreasonably "Warm" but not hot.

You have to consider the fact that the H/Brake (some others) cable is above the shield...

Has it rotted away by the retaining bolts? If so just put a bigger washer between the bolt and the heatshields

Unless it is physically rotten away, do what Ian proposed. Get the car in the air and have a good look! get some pics posted and we'll go from there...
